An Era Of Change
On March 22, 2006 Boulder City Police Department embarked upon an era of change, having the opportunity to begin service under Police Chief Thomas W. Finn. We immediately began a comprehensive review and ultimately a rewrite of our manual of policies and procedures, began hiring officers, filling existing vacancies and began re-negotiating with Motorola on our 800 MGHz Dispatch System.


The manual of policies and procedures is nearing completion. What started as a comprehensive review by Chief Finn and I wound up in a collaborative partnership with the Public Agency Insurance Pool. Together, with several other Insurance Pool Member Agencies, we began a comprehensive rewrite of much of the manual; the remaining policies have been reviewed and updated to meet our changing needs. We expect to have the entire manual completed and ready for final review by August of 2007.

We began hiring new officers and staff to fill existing vacancies as well as filling positions allocated by the “More Cops” Sale Tax Initiative. Since Chief Finn arrived, we have hired 13 police officers, of which only seven were successful through the academy and subsequent field-training program. We have also hired two part-time officers, two dispatchers and an animal control officer. Adding staff is only part of the acclimation process that fully indoctrinates these new employees to the community and our culture – which is the hard part.

The contract with Motorola had to be re-negotiated due to several factors; much of which was outside anyone’s control. The laborious process of going through, word by word, a contract and scope of work in excess of 200 pages of material was indeed a task to be reckoned with. Once completed and approved by Council, Motorola, as well as City Staff, began formally outlining the time-line to ensure the project was completed in a timely manner. This project is expected to be installed and operational by June of 2007.
